From Shadow IT to Shadow AI: Governing the New Wave of AI-Built Business Apps

AI productivity and coding assistants are moving fast. Tools like Cursor, Claude, Lovable, and Bolt are no longer limited to software engineering teams. Teams across the business can now create applications, automate workflows, connect data sources, and publish tools with little or no traditional development experience.

That creates enormous opportunity, but it also changes the risk model. Organizations may suddenly have new applications with undocumented data flows, exposed secrets, and no place in the application inventory. The familiar third-party software review process does not fully solve this problem because many of these tools are not simply being purchased; they are being built internally by teams that may not know they have become software maintainers.

Whether your organization is already deep in adoption or just starting to see these tools emerge, the governance questions are the same.

This session will explore how IT, security, compliance, and business leaders can support AI adoption without letting it become unmanaged shadow technology. We will look at the difference between AI-assisted software development and business-led AI app creation, the new risks both introduce, and practical governance steps organizations can adopt.

The goal is not to slow down innovation. The goal is to create enough structure that organizations can safely say yes.
